Tenant Withold rent

Hi,
I manage a 5 bedroom property on one AST (joint and severally liable)

One of the tenants has been experiencing some problems with condensation in his bedroom. He withheld his rent once, threatened to do again and now has decided to withhold his rent because he feels his bedroom is not a good standard.

We have tried every action to rectify including,:-
We have opened and installed new vents on all the chimney breasts areas and in every room to ensure ventilation is maximized throughout the house.

We have given the dehumidifier at your disposal which you did not want back in your room following the completion of Holly’s bedroom.

We have filled in all treated all cracks and rendering at the side of the property (your bedroom) to ensure rain / water isn’t coming in through the side or penetrative rain.

We have sealed and secured the roof tiles above your bedroom to ensure rain / water isn’t coming in there,

We have extended the ridge tile and installed a longer one to ensure water is running away from the house and down the side.

We have stripped the wallpaper in your room, dried out and redecorated after appropriate works were completed,

We have been making efforts in ensuring all possible solutions are covered.

Because it has now come back, he has stated “When my room has been decorated to an acceptable standard, I will pay my rent.”
In the past we have given him a rent rebate for the inconvenience but it seems now he is going to withhold his rent whenever he pleases.
His guarantor is obviously siding with him so we cannot pursue rent in the short term from him.
Is there any breech of contract, notice etc or any advice on where we can go without this becoming hostile.
2.1 The AST contract in place states - The tenant/s shall not withhold their rent in any circumstances unless the Property has been professionally deemed “ unlivable”. Any individual discrepancies will be dealt with by the agent / landlord on an individual tenant basis and should not affect the remaining rental payments.

The room is no way “ unlivable”. We have instructed our maintenance guy to visit again but any advice would be appreciated.
