Developing A Garden that uses a shared driveway

Hi, i have room in my back garden to build a new dwelling. Unfortunately, to acccess the rear garden there is a shared rear driveway (shared with one other neighbour).
I would like to build the new house and transfer the right of access from my existing house to the new dwelling ( i dont require the access as i can park at the front of my house). Is this possible?
What are the neighbour's rights? He can still use and access the driveway, but he is holding me to ransom over the driveway - threatening to block any development. thanks.
