Victorian house turned into flats some time ago without planning permission, help

Hi, just bought a house that has been split into flats however there isn't 3 sets of council tax so am not sure where I stand on letting each flat out, have stuggled to obtain a mortgage because its a freehold property split into flats soo have got a bridging loan until i can get each flat induvidually leased, the property is old however it was never converted with persmission from the council from the looks of it. Each flat has its own electrical service head off a 3 phases system and each phase supplies each flat, each of the fuseboards in all 3 flats are the old rewirable fuse type which indicate to me as an electrician that the house was altered to flats at least 15 years ago.

Just wondering if anyone can point me in the right direction regarding, would i need planning permssion as these have been used as flats for at least 15 years?

What route would you suggest going down with this, I am young this is my first property I have bought soo would welcome any advice :)
