End of tenancy repairs

I have a tendency that has ended and I was lucky enough to find a new tenant who paid a holding deposit and would like to move in as soon as the property is vacated. Unfortunately I now find that the last tenant has left the property in a poor state. Understandably, the new tenant wants the place brought back to a respectable condition (as it was before the current tenancy). Various repairs are needed as well as new carpets to replace destroyed ones. This will delay the start of the new tenancy.

The tenant's security deposit is held in a custodial scheme. As landlord with a new tenant waiting, if I claim against the deposit for loss of rent due to the time needed to make the repairs before the new tenant moves in - will it be taken seriously by the DPS?
