Landlord won't sign forms for me to claim housing benefit

I moved into a bedsit three months ago, I paid a months rent and a deposit.

LL was aware that I was not working when I moved in

I have made a claim for housing benefit but I need either a tenancy agreement (which I haven't received) a letter or the form supplied by the council signed and dated.

LL will not answer my calls - I do not know his address but a relative of his lives nearby and I have given a letter to him to pass on to LL. He will not give me the LL address so that I can send letter by recorded delivery!

What happens now that I have no savings left, no money coming in apart from Jobseekers and still no job?

What can I do to sort this as I have no money to move elsewhere
