Council have offered land, next steps?

Hi all. First post although I've been a long time lurker of these forums. Great source of information.

I bought a house around 2 years ago. The house came with a section of garden land which has 75 years left on the lease from the council. The land used to have 5 houses on that were knocked down sometime in the 60's. I have been chasing the council about purchasing it from them with a view to build on it for around 6 months and they have finally offered it to me for £17000 without restrictions.

I think £17k is a fair price for the size of the land if it's possible to build on it. (I was told to expect over double that when I first made inquiries 2 years ago) But if I fail to get planning permission I will be down £17k and still only have a big garden for my house so obviously I'm not willing to take that gamble! So is my next step to apply for planning permission before actually accepting the offer from the council? Is that actually possible? And then if I do get permission, would the council maybe want more money for the land as it would be deemed more valuable? Or is there another option entirely?

I am going to speak to the guy I have been dealing with from the council next week, I will probably put these questions to him then, I just thought I'd ask here for a bit of insight into the next steps beforehand as this is all completely new to me. Also, is there any other questions I should be asking?
