Mandatory Licensing of HMO

On the basis that it "doing my head in" perhaps I can ask the great and good for their views!!

Scenario The local council is going to introduce what they refer to as a "Mandatory" licensing for HMOs. That the easy bit! There was an exercise by the Council last year which resulted in 3711 properties being registered on the Planning database (available for all to see)as HMOs in various classes (C3 etc) which are not notated on the databases by there different classes etc. straightforward enough to this mere mortal! Now the crunch; if one already has a property with planning permission to be an HMO and is registered as an HMO on the database am struggling to understand what a licence is supposed to do other than raise in excess of £1M for the local council in fees for a piece of paper that has no legal teeth and cannot be refused in granting. IN simply terms can someone enlighten me as to how an licence can become "superior" to already granted Planning Permission!!
