Capping tenants utility bills

Does anyone do this?
I am setting up an HMO for 6 students. It conforms to fire and safety regulations and I am currently applying for an HMO licence.
My rent is all inclusive.
How do I cap the cap the gas and electricity bills so the tenants do not leave the heating on when they are out etc?
In practice how would it work? I have worked out that it might cost £180 a month for gas and electricity. How would I make the tenants pay for any usage above that? What would I put in their contract? How would I recover the money? From their deposit?
One of them is also working so is liable to council tax. How could I protect myself if they don't pay up.
