Hostel - split into flats

Hi,

I've brought a Hostel from the Council in London (who aren't vert helpful)

The property itself is split into 6 studio units which the planners don't disagree with, but they say it can be run as a hostel or I would need planning permission (which they wont give on the current layout which has been existance for over 15-20 years as the floor area is smaller than what the council now requires).

Without going down planning again, I want to run it as a Hostel (I understand there is no licence to operate a hostel), and therefore is there anything preventing me renting out the six units on a AST? Is it illegal to do this?

After 4 years could I then apply for a Lawful Certificate of Development, the main reason why I can't do it right now is that because it was a council property all the departments within the council are closing the shutters down and not giving me any information or evidence to prove it's been run as 6 studios. Also they have now lost the Archive on the hostel approved documents so can't even refer to that either.
