should I really let a bad tenant off debt

keep getting told dont waste more money chasing a debt if tenant on benefits ,why should they not be responsible for their debt,I have decided to serve county court on all debt from tenants ,no wonder they have clean credit.
any advice once papers are served and the timepassed for reply ,
