Is this LL's stautory responsibillity?

Does the LL's statutory responsibility for installations for supply of water extend to replacing a shower where the water temperature fluctuates slightly during use from 'hot' to 'warm' and back again? Water is a safe temperature, not scalding hot or anything. Plumber says that's just a function of the kind of shower it is (once it's used up all the reservoir of heated water, it switches to instantaneous and temp. will fluctuate slightly).

(To add some context, it's always been like that, but previous tenants (2 lots) and LL himself + wife never felt it was a problem. Current T has complained about something to do with the plumbing on a weekly basis since moving in. Some justified (leaking radiator), some not (water pressure too high!). Plumber has been summoned four times, of which three were a waste of time and money. T has even summoned plumber herself despite being asked not to do so without LL's agreement. Plumber thinks T may be sabotaging his repairs/the equipment herself. Like Munchausen's, but with plumbing).
