Prescribed information

The couple that are in my house are splitting up and she aims to stay until she is evicted to get council accommodation. I have decided to give them an S21 to stop the constant phone calls etc and move on.
My issue is I did not realise that I had to serve a Prescribed Information document relating to tenancy deposits and serve it within 30 days.I have protected the deposit.
I have been told I cannot serve the S21 unless they have this document. I am going to serve the S21 tomorrow can I also give them the PI tomorrow although it is past the 30 days? Do they have to sign it?
I understand should this go to court, which I believe it will, I could have issues.
Any advice?
