Inventories not signed/seen by tenant

I hope it's okay to start another thread so soon after my first. This one is unrelated to that one.

If a tenancy agreement states:

"The Fixtures Furniture and Effects" means the Fixtures Furniture and effects at present within the Property which are specified in an Inventory signed by all the parties.

"The Inventory" means the Inventory hereinafter referred to.

And then goes on to set out the information about check ins, check out and damage etc.

However the tenant was never presented with the inventory and therefore could not sign it. Does that nullify everything written after it about the Inventory in the contract?

What I want to know is if the tenant moves out having caused damage, and the landlord has an inventory but it was not agreed to by the tenant, would he have any chance in convincing the deposit protection scheme to give him some of the deposit?
