Letting agent refusing to hand over keys when rent has been paid.

Hi all. Friend of mine is due to move into her new home today. All boxed up, credit checks paid, completed, first months rent and deposit paid and tenancy signed.

However agent is refusing to hand over keys until they supply proof of contents insurance.

Can they really do this?
