Back date water bill?

Hi

we have been in our property 18 months. there is a flat upstairs, then us, then a shop downstairs. The tenancy agreement says we are responsible for paying "utility bills promptly to the authorities to whom they are due".

I have had bills from Severn Trent in my name from the start and have been paying them but it now turns out the shop downstairs has all the water going through them and the landlord (via letting agent) has requested we pay £403 for the last 18 months of water use. Apparently the shop has been paying everyones water for the last FIVE years and have "never noticed" and are requesting the money back from the landlord!!

Do I have to pay this (or part of it?). The bills I pay to Severn Trent say they are for service charges or drainage or something. I rang ST several times over last 18 months to check this is what they are billing me and they have said yea so I have always paid it.

Help please I don't know where I stand on this one. I happy to pay going forwards but think its a bit off they are lumping me with this bill now.
