Repairs and maintenance with bad management

The next door neighbour C who is a council tenant has contacted a bird control company 2 months ago to ask them a quote to attach with drills and bolts a 7,000 square foot bird proof net on the entire external flank wall of our property on my side, and to cover my flat roof where I have 4 of my main windows. The neighbour requests that we pay £1100 to her own contractor but she did not provide any quote or report. We are not asked to provide a second quote. The neigbour did not discuss her plans with any one from our property and presented them as de facto to the ground floor co-director of my property last week only. She insists there are birds only our property. However, there is no bird problem on either property. All our gutters and pipes have been spiked effectively and are free of birds perching. She pestered my co-director to accept her plans. The co-director, who lives on the other side and has no view of my side, wrote to me a distressed letter she will pay the whole amount have the job done even if the other 2 directors in our property object that is myself and the top floor owner who lives away. There have been serious issues with that tenant.

Our wall where the Council neighbour wants to fix the net is on the alley of her flat and no viewing arrangements are allowed to us. Our gutters and some pipes fly over that alley but they Council are bird proofed.

I wrote to my co-director G that I oppose the netting attachment to our wall and invited her to discuss maintenance with me, but this is unlikely to happen. The net constitutes a breach because of: irreversible damage to the structural walls, obstruction of access to flat roof, breach of peace, and nuisance.
I do not know who represented our property to the Bird Control Company, and any side might have violated at least the Sales of Goods and Services Act. What can I do now? How to stop the co-Director allowing a net on the property. How do I obtain access to my surveor and contractor since the Council neighbour does not allow me access? How do I remove a net that is on the side we have no access?
