Agent gone bankrupt

I have been asked a question which im unsure of
A local agent has either gone bankrupt or disappeared a new agent has taken over but the deposits have also disappeared and the new agent is asking tenants for another deposit. The deposits were not protected does anyone know who's responsible for the deposits thanks
